As record layoffs quickly became record company closings over the following months, the American economy collapsed, and government revenues dried up. That was when policemen, firefighters, and correctional officers began getting IOU's deposited in their bank accounts from their municipalities. Late that following fall the National Guard were called up. However before being sent into large urban centers all across the country, many were given a SD7-1 vaccine that had been rushed into production and had devastating, long term, unforeseen side effects that had the potential of taxing hospitals and shelters to their breaking point.
