This change in payment procedure occurred simultaneously with Escobar's empire crumbling under combined D.E.A., Columbian and Chilean crackdowns. By the early 1990s, Mexican couriers were becoming suppliers in their own right. What started as a limited partnership turned into a full-scale, wholesale operation, currently affecting two-thirds of all Mexican municipalities. The astounding success of Mexican trafficking is partly because of the endemic corruption of political and legal entities, but poverty is also greatly to blame. Without paths to education and good jobs, the poor do what they must to provide for themselves and their families. Gangs and criminal activity are the usual signs of systemic failure to include the underclass in government. In 2013, the toll from the drug war (2006-2013) was more than 120,000 deaths.
